Necromancer minon models.
Because they aren’t “Zombies”, ravaged, smashed or decaying like the “actual tradition” wants. In this universe they’re supposed to be “Constructs” of flesh and bones (in GW1 they used to be created only from organic corpses) with no relation to antropomorphism.
The zombies you want are near to reanimated corpses of the Risen. Which is another topic.

Its kind of a complex thing, and I’m not good enough about the lore to explain all the ins and outs of what our powers allow, and what we don’t do out of custom, and out of following the “rules”.
Essentially, the reason we don’t have zombies is because we don’t actually make zombies. Like Luke said, they are golems (constructs) of dead material that we gain from the surroundings. Its a lot like an earth golem, only instead of rocks we use various bits of dead matter to make them. Another thing is that, in general, while we have the ability to raise zombies (someone on lore can make more sense of this), we simply don’t. Imo it’d be a bit too close-to-home for people to be fighting side by side with someone raising zombies… while your main enemy is a dragon that also raises zombies.

Quite true, from a gameplay perspective as well it would likely get a bit too confusing when fighting risen if your minions looked exactly the same.
I do have to wonder though, based on how minions worked in GW1/lore-wise. Wouldn’t the mutation/assembly of minions from corpses be a bit more of a disturbing event to witness than making a corpse stand back up?
Lore wise I believe it was due to Granth we are able to rez undead without bringing the god of deaths wrath on us, the rule being we have to raise amalgamations and not straight corpses, but my lore may be off. I for one would kill (snickers) for some traditional zombies, skeletons and wraiths, being a big d&d player. I would even dump a 1000 gems on the skins off the gem store.
My lore may need to be checked by someone more knowledageable but since granth is no longer with us zombies and skeles should be doable. Perhaps zombies and skeles come in as different spells, like mesmers illusions sort of a combat summon that crumple to dust after combat.
Ashes to ashes, dust to dust.

Grenth allows the use of all undead, not just golems. the trick here is that humanoid shapes are, frankly, not the best for fighting – a lower center of gravity would work wonders for that, as well as natural weapons. Necromancers in Tyria don’t raise basic zombies because they’re not as effective as handcrafted golems, not because they’re not allowed.
In a way it’s a shame that devs dropped GW1 requirement for a corpse to create a minion which would answer your question directly but would mess up pvp

It’s an even bigger shame that they dropped the GW1 Flesh Golem look for what we have now.
Going off what WereDragon said, I’d pay 2000 gems to get old spikey back!
BTW the dude that revived dead guys as spirits and shambles turned out to be a evil crazy religious patriotic zealot that water nuked his own nation…
