Need tips/advice Vampiric Wells Build

Yes, PVE in general and dungeons. I usualy avoid pvp and WvW.

In PVE Well of Corruption is used for the damage in most cases, rather than the Boon strip.
As for the suggested build…
Vampiric Rituals is pointless
I’d drop the Curse line for 6 in Spite for Axe Training and Closer to Death. Wells and Life Transfer have roughly the same CD, so weapon swap to Axe for additional efficiency on your AOE skills and Lich Form.
Well of Blood is absolutely lacklustre and your build lacks condition removal, so I’d drop that for Consume Conditions.
WoS and WoC damage is affected by Spite, not Curses, and WoB is affected by Blood Magic. A full wells build is generally not very effective. Siphons are pretty poor. You get more healing from The Spite GM trait, Parasitic Contagion, especially if running scepter for bleed stacking. Simply using food that leeches on critical hits and running 6/6/x/x/x scepter/dagger and dagger/war horn or staff offers much better regeneration than a vampiric wells build. A full MM build also does better for regeneration/healing using Vampiric Master. Combining Parasitic Contagion with Vampiric Master and scepter can be pretty satisfying in casual PvE.
I think siphons can be great, especially with wells. I can run around Silverwastes doing upscaled events and rarely need to drop a manual heal on myself. If I’m surrounded by enemies, virtually the only way I can die is to get juggled by a pack of teragriffs.
It’s important for me, though, that I use the right runes and sigils to maximize opportunities to steal life. My wells and other attacks trigger lifesteal several times per hit.
Also, I LOVE being able to fight on multiple fronts, and dropping wells around the field to maximize mob tagging and ambient healing feels great. Add in the base effects of the wells themselves to aid all my random allies, and I feel like a (vampiric) general commanding an entire field of battle.

Interesting, I used to run vampiric necro about a year ago with cleric + soldier gears to maximize healing power, which supports siphon. So my well can siphon up to 70-80 hp /hit => 2-3k hp / well. The benefit is I can easily run along with my front line in wvw without any problem (thing was easier back then). But since I have to focus on healing power and physical power, I have no crit at all. Just check all the new stuff and find out the Zealot gear seem great for vampiric necro, I think I will test it someday.
