Perma Chill, Worth It?
Played Mr freeze for a while, its fun with loads of toughness , but the chill on blind trait is the only real trait supporting it, imo.
you can roll a healing spec necro with chill, but all you will be doing is support, dont count on loads of loot since you will be a pure support class.
Also it makes you useless in 1v1 since we dont have any blink or kite skills, while other classes can blink out of your chill to come close.
also the quick cleansing in wvw makes conditions quite useless.
You wont need crits on a necro either, the condition duration is nice, but with cleansing and no cover condition ability, it will fall short.
Also you have no major damage Utilities so you are eventually squishy vs anything because yo cant kill em quick enough.
So with this build be expect to be the last man going down of your group but dont count on being a game changer.

Just do the correct rotation (Chillblains, Dark Path, Swap proc hydromancy, repeat) with over 30% condi duration and you can keep someone permachilled, especially if you add chilling darkness.
Not worth it going 100% Chill duration I think, due to the massive spaming of condition removal in PvP and WvW. 30%-50% should be good enough.
In WvW, it really depends on what you’re fighting. Are you in an upper tier only fighting large organized zergs? Then maybe you’re seeing constant condition removal. In a lower tier, I have a huge variety in what I fight (small groups, bands of 10, 20, some organized, some not), and my conditions often stick.
I’ve quite enjoyed my power wells build with hydromancy sigils and 90% chill duration:
I switch out a well for the locust signet if I am not receiving group speed (I usually run in a group of 5-10).
