It triggers on enemies under 25% HP which is really hard to use. Make it 50%!
Also, increase radius to 300 and hit 5 targets instead of 3. Please and thanks!

I can agree to most of this. 25% HP is a bit too low, and 180 radius is slightly too small.

50% proc and maybe 240 radius would be fine.

My two cents: Proc when hitting foes under 50% and 1s of retaliation for each foes struck

Or just make it deal the aditional damage always with no hp % requirement.

PS: Agree with your changes, atm the 2nd part of the skill is nearly useless and almost never fire.
