Because… the point of going Terrormancer is that you can also convert stability on enemy for extra fear dmg/cc.

Putting them into the same tier makes no sense and renders terrormancer weaker against stability either way: chose terror, tougher times against stab, chose PoC terror doesn’t do damage.

And not to mention how corruption trait is competing with these two as well, making Corrupted Boons completely less reliable.

PoC/Terror shouldn’t be in the same tier

Chillax, you can completely avoid having to make this difficult choice between these traits if you don’t want Consume Conditions to have a cd of 30 hours.

Well, if it’s any consolation, Terror now applies the damage over the course of the condition’s duration, meaning it will often be broken and thus not do as much damage as before.

That’s exactly how it works already.

Don’t forget if you take terror your consume conditions will be nerfed significantly as will epidemic. And you can’t stack bleeds anymore since barbed precision was nerfed to 33%. So most of your damage will come from auto attacking!
