Im not sure what would be best for roaming, id imagine a power build aswell but i guess either could work. Necro doesnt really roam very well due to lack of mobility and escapes.
For zergs, power aoe or condition aoe are both very viable. Hybrid also works in zergs. You just want to be aoeing basically.
What are the current effective power builds, anyway?

For aoeing in zergs you want 10 pts in death magic for greater marks though.
If you’re going to do a mix of roaming and zerging in WvW i would suggest Conditions. It’s just a bit better for smaller group play since we can’t really run out of a melee/short range fight and the extra wiggle room from staff/scepter helps keep your distance. Solo roaming it doesn’t really matter.

Running 30/10/0/0/30 power axe/shroud necro and with the current change in traits it’s even more fun and damage. (for PvE and Dungeons, not bothering entering WvW with my current net issues)

For lvling power is better.
For dungeons power is better.
For spvp/roam/solo/small fights in WvW conditions are better.
For WvW (Zerg vs Zerg) power is better.
I’m level 75 and I’ve used a power build the entire way, using mostly axe/focus + staff.
At 70 I switched it up and totally re-did my traits and gear and went for a pure condition build. Even picked up 6x runes of the afflicted. I run Scepter/Dagger + Staff, Signet of spite, Blood is Power, Epidemic
All I have to say is it’s hilariously fun playing a condition build. I run around and aggro like 8+ mobs (as many as I can without them resetting). Cast Signet of Spite, Blood is power, and AA a few times, then spread my 20+ conditions to all the mobs. Then I just deathshroud 5+4 and run in circles. Everything dies within 5 seconds of casting Epidemic.
Speaking of which that’s gotta be the most powerful 1-point utility spell in the game.
I play a vampire power build in WvW. Dagger/Focus, 30/10/0/30.
Just a slight variation of the Well-o-mancer really. While it’s not tremendous, I get a good bit of hp from all my different siphons;
