Does this stat do anything in Death Shroud? I had assumed power and precision had the same effects in Death Shroud as they did at any other time but then was told by someone that “all of the damage while in DS is power-based damage.” This seems… unlikely? That would mean it’s not possible to crit while in Death Shroud, wouldn’t it?

I’d bet that they were just referring to the lack of conditions in Death Shroud. Technically skill 2 bleeds its targets, but the vast majority of damage you deal in Death Shroud is direct damage.

In any case, yes, you can crit with Life Blast and Life Transfer, so precision is relevant for increasing that crit rate.
