Terror damage does go through Defiant. However, a number of bosses also have permanent, un-strippable Stability that may or may not show up on their buff bar, which negates Terror entirely.

But for others.. it’s 1200 per tick with 3 ticks, not bad, really.

I’m still not sure if I should run terror. I’m running it right now because I run the same for wvw and don’t get into anything serious in pve. But as mentioned, there are quite a few bosses that completely immune to fear.
Also if not taking LC, I notice at least 5 less bleed stacks that were gonna stay on boss 90% of the time unlike fear. But I can see terror build superior bursting down trash.
It depends on what you need, in PvE, and your build. There are other things you can put in there, depending on build, that will be “universally” helpful, instead of depending on your boss.
Or, if you know the boss you are about to fight, just swap it back and forth depending. Test it out yourself, figure out which bosses will take the damage, and only use it on them.

Unless you are trying to break speed run records, it really doesn’t matter if you’ve got a bit lower DPS. You’re already playing Necro, you obviously don’t care about that, so why not go condi.

In pve terror isnt really a thing unless its a mob only/puzzle boss dungeon, so works for fractals, TA 3, AC and CoF, not so much for others, maybe a few arah paths if you got the time to retrait (because kitten ozze and spiders).

Stack limit and defiant buff makes condition builds useless in pve if you are playing in crowded areas or killing bosses. But if you are going solo to not populated maps etc. it’s certainly better and it’s more fun to play.
