This is a very good question. 20 seconds of fear would be insane(ly awesome).

Boon corruption always flips the boon into a fixed amount of condition time. Even if the boon you corrupted had only 1 second left, it will still flip to its maximum condition time. Each condition has a different length though and I don’t know off the top of my head what each conditions length is. Stability is always converted into a 1 second fear regardless of how much time stability had remaining. However, these conditions can be influenced by condition duration. A terror build with 100% fear duration would thus corrupt stability into a 2 second fear.

3-4 sec fear are for thiefs and warriors We keep the small ones for us, short and sweet!
Nothing I love more than corrupting/removing Stability (with Focus #5) on spinning thiefs, tornadoes engi/ele, lich/plague necro etc then chain fear them when they thought they were good to go for a while.

I think the terror build is still broken. I tested a few days ago and still couldn’t get 2 ticks on my fears

I cannot find this anywhere, do you know the durations that are base when using corruption boon? I was always under the impression the flip was based on the remaining time of the original condition.
So if I flip aegis to burning, how long does the burning last?
If I flip might to weakness, how long does that last, or is it the same duration?

In PvE/WvW, its easily achieved with Master of Terror, Veggie pizza and 2x Lyssa or 2x Mad king.
In PvP, some tests were made (by Rennoko if I’m not mistaken) that proved you could get a second tick if another condition was already on top and you were lucky in the “Check for damage” part of the conditions.
As for converting conditions, am I the only one that wishes for 25 stack of might changed to 25 bleeding instead of Weakness? Might stacking would be less convenient and way more risky that way.

sPvP. I know it can be done in PvE/WvW.
Hmmm. I was just testing in the mists on target golems because I went to power when they broke the condition duration runes, and admittedly I was just dropping fear with no other condi’s to have a clean test. At any rate, relying on the “Check for Damage” to get “lucky” isn’t good enough IMO to make it worthwhile, and the duration that should be 2s is still clearly less than that (I tested w/ 30 spite, Necro Runes and the Master of terror trait), so you are giving up the control as well.
I agree that punishing might stacks with bleed is a good idea. Use a condition that stacks intensity for a condition that stacks intensity. While we are at it punishing Vigor with Chill is more logical (and effective) than Bleed, as using a condition that counteracts the boon is a better direction than randomly assigning a DoT to it.
Most of my testing was done in WvW for terror, but I was able to get two ticks in SPVP with the runes that gives +20% fear, 50% fear trait and 30 points in spite. I also took in 40% duration food to Spvp (used before entry) and it worked fine.
I was not aware anything in the patch effected terror, but I will test later today to make sure it works okay.
If you can stack 100% fear duration in PvP with runes/spite/trait, the second tick should come even without another condition(of course it seems like a bug right now if you dont see it).
The test Rennoko made at that time was that even with 70-90% fear duration, you could make it tick twice if another condition was on it, because fear doesn’t seems to tick each second of his own duration, instead ticking when the game’ timer for conditions as a whole ticks.
Right now in WvW I get a second tick with 100%, so maybe it’s a pvp only problem.

All conditions work that way. When conditions are applied, the person’s “ticker” starts, and anything at all added on afterwards still uses that initial time period. Which means if you apply a 1 second bleed, with 10% extra duration (so a 1.1 second bleed), it is still possible to have it tick twice, assuming you applied it from 0.9 seconds right up until the tick. Of course, this would be extremely rare, but if you have about 70% condition duration it is pretty common to have that second tick on things like Terror, which already should have conditions pre-applied for the bonus damage.
Just re-tested to make sure it was okay, and I was able to get “clean” (no conditions) two ticks of terror at 100% duration on fear in spvp using 40% food (used before entry), master of terror, and 10 points in spite.
Tested in WvW too, because i always run around with 100% fear anyhow, and it still works there too…. could be the 20% duration fear runes not working though, did not test that.

This is mostly from personal experience. I just observe the white bars around the boons as I corrupt them, and notice that whenever something is corrupted, it always seems to have a fixed duration (white bars tick down at the same speed every time). I do not have the actual numbers other than Stability to Fear. However, just yesterday I corrupted a guardian that had approx 1 second of Aegis left. The white bar around the boon was just about to disappear. It corrupted turned into around 6 seconds or so of burning? I also had some condition duration so the timer would have been longer than normal. An easy way to test this and get exact numbers is to get a partner and go into the Heart of the Mists and find an empty room and corrupt him over and over without any condition duration equipped.
30 into Spite, Runes of the Necromancer and Master of Terror trait gives 100% Fear duration in sPvP.
