Rampager Necromancer Build?
Going with full Rampager’s would probably be precision-overkill.
A lot of builds (hybrids mostly) use it to complement other gear stats.

Check out Nemesis’s Hybrid build for a good example that uses a lot of Rampager pieces. It’s a very strong build for dungeon play. For WvW I wouldn’t recommend going full Rampager’s. You’ll be way too squishy and lack the appropriate burst to compensate. A few pieces could work to compliment the build though (such as in flow’s example).

Nemesis’ Hybrid has indeed a lot of rampager gear in the mix as far as I can remember.

It’s good for any PvE content. For WvW it’s a different story, you might wanna be a little more tanky and get rid of some +bleeding duration to make it work.
Rampager isn’t necessary. Best thing in condition builds – you can use tanky gear (dire/rabid) and still have maximum condition damage (power builds need power, precision and crit damage, and we need just 1 stat to be happy)
I use Rampager gear with a Spite build to get the precision up. It all depends on what weapon set and utilities I want to run with. If I do not spend many trait points in Curses, then I add Rampager or Assasin’s. If I am heavily traited in Curses then I might wear Soldier’s or something else low on precision. Of course, the runes also support the build. My Rampager’s gear has +60% might duration and is only meant for Spite/Corruption builds where I go for as many ways to get Might as I can but stop at 20 points in the Curses line to trait skills in other lines. I never go higher than the low 50% range for crit chance so the choice in gear is really decided by the choice in trait skills. If my build is power/crit, then high precision armor and trinkets are necessary.
In other words, traiting 30/x/x/x/30 could stand to benefit from precision.
