I’m no more convinced than when I typed it out the first time, but we technically got some stab so I edited the post.
3s of stab isn’t even enough to cast our elite nevermind actually get an attack off.
A thief can literally stand on top of us and never get hit. 1 thief could kill 5 reapers without ever taking damage.
It’s a 8 second duration pulsing stability. I’d be more worried about blinds.
I think I should remove this quote given the recent developement.

I am theorizing some builds right now. But at least on paper a reaper can actually be very resistant to interrupts in HoT. Blinds worry me a bit too. So I think Reaper’s Onslaught (to make you attack faster in Reaper’s Shroud) might be a good choice.
However, combining Staff and GS might create some sick combos, once you got on top of your foe.

Keep in mind that you don’t have to use the GS. I’ll probably go Reaper with Dagger/warhorn or scepter for power or condi. Trait 15% faster attack speed on scything and it already looks like a faster attack speed than the normal DS auto.

The last thing they need is a scythe to the health bar. I would think ranged is the better option now, assuming they get a rifle.

We aren’t locked out of Wells and staff, you can whirl in DS while having pulsing stab, aswell as making everything unblockable for a few seconds and two AE stuns. I seriously doubt thieves can do that… They cannot even do it to base necro if he/she places all marks/a well below his/her feet.

You’re talking about blinds, when you can easily spread them with a shout & Death shroud provides some fast autoattack
