To my surprise it was such a great decision.

To those arguing against shout cast times, let me tell you this:
If everything was made insta-cast, there would be no interrupt counter-play, no attention paid to any telegraphed skills, and no need to particularly use one’s skills after a cc-chain or before an anticipated cc-chain.

cough… Fresh Air/cantrip ele’s,
cough… stance/shout warriors
cough… medi/shoutguards

excuse my throat, it’s a tad bit… chilly… outside.

Shouts having a cast time is not the problem, the problem is that the cast times are rediculously long. Half of our shouts have a cast time equal or higher then consume conditions. A cast time of 1/4~1/2 and one of 1 second for the elite would be fine.
