Reaper shout suggestion
I would like to see one of 2 things. Either the trait for shouts gets a niche like every other class. Lets make some examples. Ranger traited shouts give near perma regen and swiftness to surrounding allies. Guard traited shouts convert a condi to a boon on surrounding allies. Warrior traited shouts aoe heal surrounding allies.
Necro needs a niche like convert one boon to a condi on surrounding enemies when a shout is used.
Or they just need to make all the shouts 20 sec cooldown like your soul is mine. That way when traited its like 12 sec cooldowns then the shouts may be worth it.
I would be fine with shouts as-is if we can use shouts in Reaper Shroud. If you think about what the shouts do, it makes sense to let us use it in Reaper Shroud. I find it awkward to have to pop out of shroud to use shouts where they are most effective when in middle of a bunch of people. And in case devs aren’t aware, necros are paper in middle of a bunch of people outside their shrouds. Not to mention I’m then locked out of reaper shroud for 7-10 seconds for popping out to use shouts. It’s in my opinion it makes sense to allow us to use the shouts in reaper shroud.
If we are to keep shouts non-accessible by reaper shroud, then there needs to be a 50% reduction in cast time. Shouts should by all means by instant, but I’ll settle with 50% reduction in cast time. Worst one is the elite, it has decent effects, but nothing should take 2 seconds to cast in PvP/WvW.
Lastly it would be nice if some of the boons we gain are shared by 5 allies around us. This would make shouts more group friendly, and likely be taken by more necros.
my idea is to have shouts be offensive support
it would require a rework of all the skills

The trait for shouts should do something unique.
The idea “shouts get better with more enemies” absolutely has to go if anet is going to best case Scenerio balance skills.
Shouts should at a minimum do Something, even if there are no enemies around.
Other than that it’s just tweaking numbers.
Oh, I think putting “Rise” on Superior Rune of the Lich would make for fun PvE & WvW builds.
Give rise a 1 second daze to affected opponents.
The logic behind this?
Since the number of jagged horrors is dependent on the number of foes hit, I was under the impression that the targets were the source of the jagged horrors.
Just letting that sink in.
I think that they’re not really bad.
They basically need to be more “offensive” and deal more damage.
1) +20-30% basic damage of all shouts.
2) The trait mantain the way it reduce the cooldown and make Shouts deal more damage based on how low your Life Force is. (why if you’ve enough LF you can enter in RS, but with low LF you’re more weak and need more damage from your utilities)
0-25% LF = +100% damage
26-50% LF = +75% damage
51-75% LF = +50% damage
76-90% LF = +25% damage
91-100% LF = no extra damage
3) Rise need to summon something better than mobs that die so quickly and deal low damage. Also a New kind of Minion. Better than Jagged Horrors but not OP. it can be a nice add to a reaper MM build. (a new minion is always cool)
Or they can make it summon Bone Minions and add that you can re-active it to obtain a Damaging Blast Finisher skill! It’s the only summoning skill that have not an active skill when you summon your minions. It’s a shout, but it’s also a Minion skill.
And reduce it’s casting to 1/2 sec.
4) Suffer! is good as it is, had only to inflict a longer chill, something like 3-4 seconds +x% by traits, equipment and food. And add a 1-2 sec of vigor for every enemy you hit, to make the skill more like “I give you back your conditions and strip you away your vigor!”, in perfect bad guy style. Reduce it’s casting time to 1/2 or 3/4 sec.
5) Your are all weaklings! is pretty good. I like it. Reduce casting to 1/2.
6) Nothing can save you! is good in a pvp situation but it’s very bad in pve. Not so much to do. It’s supposed to be a pvp skill, not a pve skill. But you can add a personal or AoE Fury of 2 seconds for every enemy you hit, to finally grant to the necro another source to obtain Fury out of the trait that grant you fury when you enter the DS. Reduce cd to 1/2 or 3/4.
7) Your soul is mine! is good but I actually don’t remember if you recive more HP for the number of enemy you hit. If don’t, add it, it it’s already, increase it. And make it 5% of LF generation x enemy, not only 4%.
8) Chilled to the bone! is good but need it’s casting to be reduced to 1 sec or 1.1/4 sec, why 2 sec is really too long. I’ve tried it in spvp and I’ve never been able to cast it in time why someone always stopped me with a CC skill (or killing me). It’s a high cooldown skill, then the casting time can reduce by a lot.
