Rune of the Nightmare from Twilight Arbor
I think those are from Twilight Arbor.
As far as their viability, I couldn’t say. Looks interesting on paper, but I use Undead and Rabid gear for the combination of survivability and condition damage. Also, the 90 second cool down on a five% chance to fear seems like an awful long time to be useful. I do like the condition duration and damage, though.
I’ll end this useless post with “I don’t know” here. Hey, at least I pointed out the correct dungeon!
EDIT: Had to change 5 to five because the filter caught it. Weird… these forums are something else.

Edited the topic ha! Thanks Brogarn. Now that you mention it I wonder if I had the wrong kitten dungeon that I was running for those lol.. Need to log in and check! How is Twilight Arbor compared to Arah. This could be good news lol

I’m not sure which of the two people hate more. I’ve never been to either because most don’t want to do them.
but… rune of necromancer gives 20% fear duration
Is this worth getting for a condition build that takes the fear on damage? I really like it in spvp that extra fear is really nice. But the effort of running Twilight Arbor something like 12 times to get a set is daunting lol.
Thoughts? And is that tool tip bugged as it is in spvp where the duration for condition is actually longer?

but… rune of necromancer gives 20% fear duration
So first of all, the last patch broke how nightmare runes are working, and they are now not giving any duration at all. I have not confirmed this personally, but I have read indications of this since the last patch. May have been corrected by now.
Both Nightmare and Lich were bugged (last patch and before) to give a total of 20% condition duration at the 4 set bonus. Tool tip indicated they SHOULD have given a total of 10% at 4 set bonus. Since the last patch, supposedly they are not working. My mesmer uses lich, but I have yet to check on his durations, as they are harder to verify than necro.
If they are corrected, it is a good chance they will give the proper 10% duration. In that case, you would be better off with lyssa and Mad king for 4 runes, giving 20% duration, and leaving you 2 more spots for stats/runes.
If they make those runes give 20% at 4 set bonus again, then it is entirely a build decision (based on stats and food). You could historically get 30% duration from those runes + madking or lyssa, which was pretty potent, and far better than 20% only on fear.
^ I think its more likely the tooltips were bugged actually, not that the dev team put in +16% meaning to put +6%. Least I hope so.
Because +6% duration for a 4 pc bonus is pretty crappy, especially when you can get +10% on a 2pc bonus on 2 other sets, or from 1 single slot weapon (whenever giver starts working).
It’s exactly the setup I was using, +30%, and really lets you get away without Master of Terror if you want.

Since you have gear with those runes on it, can you keep us/me in the loop on if this gets corrected next patch? I would love to go back to using those runes on my Rampagers gear, but I have been avoiding the potentially bugged runes since the last patch.
