If you really want to spend laurels then Berserker’s is probably the safest way to go. For WvW you could craft some exotic Soldier’s or Knight’s trinkets if you need more defensive stats.

There’s not really a one-kind-fits-all set. I’ll say Maruader or Valkyrie for power builds, and a versatile condi set might be sinister or vipers. WvW sets lean for survivability with vitality and toughness over extra dps. Extra toughness is more of bane than a boon in group PVE, unless you just don’t mind tanking all the mobs. You might be better off getting a tanky exotic set for WvW, till you have enough Laurels for ascended geared towards it. Fractals and Raids is about the only content where ascended is a meaningful requirement. If you have more classes you’d like to play and use that set on, then Berserker’s might be a better choice, as it is the standard across most power builds.
WvW and PVE are two very different game modes. Power and Condi are two very different play styles. It’s hard to make a single recommendation for these. Find a style and mode you like best, and save you’re laurels for that, exotic jewelry will suffice till you get it figured out.
Celestial is the most all-around you can get. So, celestial.
You can get living world amulets and rings without spending your laurels. They aren’t too bad either: get all of the daily gathering nodes and you will get 1 a month, and they have selectable stats.
Of course, there’s not all that much stuff to spend laurels on either, so don’t feel the need to hoard those.
Berserker is my recommendation for a laurel purchase.
Going celestial is committing to never killing anything.
Zerker – because even if you don’t end up using it on your necro, you likely will on another toon so it’s safer as a whole then. The rest are dependent on game mode; WvW can utilize toughness items for example.
Since you cannot get Viper/Sinister easily, those are best imo for the LWS3 grind OR crafting. Power Reaper SHOULD utilize zerker buuut… yeah condi and power and then add in for WvW? let’s just say you could potentially run many types on one toon.
I went from power ranger to condi; but my zerker accessories were then used on my Guardian. Same assumption if you went from say Reaper power necro to a condi build or support/sccourge or whatever.
when you bought HoT or PoF… go for the new maps (living story 3 part 1-3 covers all the trinkets. be careful however, ascended items are unique, so only 1 ring/earring of the same type (edit: meaning only one e.g. cirque of arah ) – unless you attune one).
its pretty fast to get atleats the trinkets there just by playing. reward tracks in wvw/pvp help also to collect the currency, once unlocked.
blood ruby trinkets can be changed to any stat any time – but remove the infusions first, before you do it.
so dont bother with what is best, you can get more in a short amount of time
super easy and reasonably fast if you combine gamemodes.
if you play PvE content only (fractals/raids) it will be more of an issue to get more of them (except rings).
with crafted gear – well, its pretty much been covered by the other people replying.

If you intend to play scourge you’d probably better spend your money into vitality (at least if the scourge shroud skill stay with a fixed LF cost)

Wouldn’t it for safe bet best to combine 2 pieces of gear?
He will def need some vitality but he is going to need a lot of expertise if he goes condi.Granted those sand shades grant expertise but isn’t he going to need more condition damage and expertise than anything else?
If you got HoT, forget laurels. Go to bloodstone fen and farm up unbound magic and blood rubies. You’ll can net yourself 2 rings, pendant and backpack, all ascended.
The big thing is you can change your stats on these poppies if you use an item from a vendor there cosing 100 unbound magic (bloodstone capacitor).
Just remember to unequip them before you do – it’ll only reset stats on those in your inventory if i recall right.
Also if you’re concerned about the amount of rubies and unbound magic needed – don’t be. You can get rubies with spvp or wvw reward tracks – bloodstone fen reward track ends with chest where you can select 50 rubies.
Or you can mine bloodstone nodes for a chance to get one, do bloodstone fen dailies to get a few in chests for’em and events there for a few as well.
Unbound magic is very easy to get. Just go to any other LS3 map farm it’s unique resource (like petrified stumps at ember bay, winter berries at bitterfrost frontier and so on) and consume them for major injection of unbound magic.
If you don’t want to spend any time farming and just want to spend laurels toward a WvW-friendly build, then I would recommend Celestial trinkets. It’ll give you both damage and sustain stats, even if it doesn’t make you great at anything. It’ll also allow you to focus the rest of your gear on offense (Viper, Berserker, or Marauder).

In wvw the only thing that truly matters is staying alive and corrupting boons. Celestial might stacking pretty much covers a solid balanced build. Necromancer is a class that easily uses 6 of the 7 stats. Scourge will even use all 7.

Celestial isn’t a good stat only for minmaxed dps pve builds.
