Scepter or Staff for ranged weapon

to stay at range the whole time
a build specifically for open world pve
power or condition based damage

these are the things i must know to answer the question in question. when above criteria are met ill do my best to help you.
Deathshroud is your ranged weapon :S Staff damage is weak with the exception of #4 and scepter is a condition weapon. Unless you plan on running a condition build lifeblast is your best ranged option.

Necro lacks a good ranged power option.
Where PVE is concerned your best bet is berzerker & Dagger/warhorn
For your secondary set if you cannot get in close try staff. Scepter damage sucks unless you build for it (nobody really does in PvE due to how conditions work).
The damage of staff is much lower then dagger/whatever melee but the utility/support helps.
Conditions are alright for single target in long fights if your the only one using them but the second someone else comes along and applies them chances are they are going to conflict and someone will be losing damage potential because the other persons conditions overrides theirs.
Staff is an AoE weapon. It is good in PvE tagging, WvW condition spamming, and PvP condition management.
Scepter is a single target bleeder that works best in PvP.
