Shroud broken
That’s how DS always worked. Toggeling it on/off cancels skills and can be used as such to optimize dps with the dagger for example.
I guess you didn’t play Nekro before the Reaper announcement…
I’m 99% sure that entering DS while finishing didn’t use to break it.
Akuni is right, afaik it has always been that way.
Shroud always interrupted a stomp.
Switching in or out of DS interrupts any action in progress.
CastIron is right. There was a time when the transform had some kind of bug to be exploited but that was fixed.

In the past you could Shroudstomp with some weird timing by nearly pressing the buttons simultaneously.
Then at the September 9th, 2014 patch we got this:
Death Shroud: Necromancers are now able to interact with NPCs and players while in this form.
Which – for a very short time – gave us the ability to enter DS mid-stomp. Anet quickly removed that ability without an explanation I think.

If you manually leave Shroud it will cancel anything including Shroud Stomp.
As for LF running out while doing something in Shroud is buggy sometime it will let you finishing your LB or DP but sometime it won’t. As for stomping while LF is running out is still working.
Our best Elite is to secure stomp/rez once every 3 minutes. Necro is balanced. : >
