Oops, i meant for it to have a 30 second cooldown on the active.
I think the skill needs a higher passive heal (or no ICD), slightly higher base heal (or to scale better with Healing Power), and a better active in order for it to be worthy of taking the place of Well of Blood or Consume Conditions.
Basically, it almost needs revamped.
Sigil would be, by all rights and reason, be fine if the following happened: Damage added to passive equal to healing, damage on active set to be equal to healing and no icd on active stacks.
I like the current version. Let me to be a bit tanky and with Signet of Locust i can do very good self healing.
I’d like to just see the ICD’s removed and let it get balanced from there. It might turn out to be very good without the ICD’s.
20sec recharge time and remove the ally part from active.
I would prefer if the passive got replaced with the siphoning increase and instead got toned down. The signet of vampirism’s passive is too horrible to leave it alone and life siphon on dagger 2 could function like our healing skill while the vampiric traits could act like our passive sustain with these changes. It doesn’t do much for build diversity, but it keeps our signet of vampirism unique from the signet of malice.

The 25% speed on a necro dagger is awesome, i try to keep it in passive all the time, i use it only if i need to win 2-3seconde to go in DS.
I have to agree i like signet of vamp too, with the trait the CD feel right and the passif is enough combine with good life force regen to keep you alive.
Plague signet + staff #4 are enough to keep the condition away.

Signet of Vampirism is a support healing skill. I’m not sure how good of a support healing it is but if you specc into Blood Magic you can get some good healing with it and also with Sigils and Runes.
ArenaNet gave us new healing skills and also reworked many of the support skills in the game, to make supporting more efficient. People still run Berserker though,to speedclear dungeons and events etc, BUT, against some encounters you need support or the entire party/raid will wipe.
And for 5 seconds more on cooldown, you can get drastically more self and party healing via Well of Blood. Signet of Vampirism is a shoddy support skill.
SoV is only good at trading unnecessary heals for a tiny increase in dps. I use it on Twisted Marionette simply because I do not need additional heals but I have no idea how much dps it is actually adding. Of course, I also have SoS and Signet Mastery traited so I get Might to use on my +60% Might duration gear along with traited Corruption skills BiP and Epi.
I keep Might up a lot. However, this build may only be good for a tower-defense event where mobs are only interested in getting through. I can maximize AoE and use Might as much as I can without having to worry about incoming CC too much.
