I feel that given the current sustain heavy meta, there shouldn’t be a 1 second internal CD on the Vampiric Mark actives for healing Signet of Vampirism and traited lesser signet of Vampirism. This will allow necromancers to compete in the current sustain meta much better with combo spike healing.
For example, chaining shroud 4 with signet of vamp active. Or chaining wells pulses + shroud 4 + signet of vamp active.
This will allow necros access to spike healing too as most other classes are capable of now.
And it wouldn’t be OP or uncounterable since necros/reapers have weak access to stability and can be interrupted easily when they are trying to combo chain spike heal.
Edit: to garner some PvE support, it will also be a great party-wide healing skill! I don’t PvE much so I’m just guessing this would help necros too in the PvE scene.

With or without ICD wouldn’t change anything in PvE. Vampiric stacks already disapear in a breath.
As for PvP, I don’t know how much of an impact it would have.
It would be Op at the eyes of ANet.
Without a passive ICD, that skill would grant more than 900-1500k/sec in a team fight situation without healing power.
I would like an increased HP amount of the passive effect (like double it to compensate the “you need to be hit right in the face” comdition to active the heal), but remove it’s internal cooldown can make it OP.
It would actually make the skill rly strong. Not sure if unbalanced, but there are a few combos with other classes that sure as hell would hurt a lot…
The issue with removing the ICD on the active is not the spike healing, but the spike damage. For example, that adds 3,375 armor-and-protection ignoring damage to Life Siphon with 10 Might, Hoelbrak runes, and a Demolisher’s or Paladin’s amulet. 4,500 to Soul Spiral.

It seems on same level as rev.
Ive personally always despised brokenant, but it looks like were stuck with the power creep and it is slowly calming down.
So i wouldnt mind the abilities, the necro one without CD is better, but it has a shorter timeframe, and requires a uninterupted necro for 4 seconds, compared to unavoidable evasion brilliance that is rev sword3.
And if in some parallel universe leak the signets start to actually work in shroud, you maybe wouldnt instantly spam it at full hp for the corupt+damage.

yea but it lasts longer and has fever bigger stacks. The new dodge counterplay aside, theres no way a player wouldnt land 6x hits in 15s to get full 5k heal and 5k dmg out of it.
