Does it heals for each foe hit or only heal once? If just heals once they should reduce the cooldown so badly.

Heals for each enemy hit. So up to 5 and I believe it is improved by the bloodthirst trait.

This is correct.

That said, the cooldown still needs a drastic reduction. I argue for halved cooldown.

I only use the active in a dire emergency because the cool down is too long. If it was half, I would use it offensively but right now it is a passive movement buff I use for travel a lot.

I refuse to use Signet Of The Locust unless I’m commanding in WvW. Otherwise, I never run with it just because it’s only use to me is the 25% movement increase. I’m slow without it but being slow-moving has never bothered me too much. If it had a better active effect I might consider taking it, but as it stands, it just feels like a waste of a utility slot to me. I see a lot of Necro’s using it too which always baffles me.. I mean, I understand what it does both passive and active but is it really worth having on your bar S: If you’re roaming, bring some form of swiftness or runes like Traveler or Speed, if you’re zerging you should have stunbreakers and/or wells, the only time I really see it being acceptable is if you’re commanding so you can stay at the front of the pack.

War horn puts me in combat when I run around chopping trees, mining, and harvesting. SW is good if traited but I rarely bother. Right now, I am running dagger – dagger with the speed trait just to research a DD build after the patch. In WvW and PvP SotL is… not convincing.

Some have stated that it should be a stunbreak and/or grant stability. I think this would be a great addition without making it too OP. Even a 3 sec stability would be welcome by me.

I agree. The only use I have for Locust is in keeping out of combat and traveling long distances in PvE.
Locust – PvE node harvesting – I spent more time with this than any other signet.
Vampire – super casual PvE where I never need to heal
Spite – casual PvE power boost and second most used
Undeath – casual PvE PUGs gone horribly wrong, or almost as often as Vamp

This is ok if you trait Bloodthirst and Signet Mastery. It does more damage, heals more, and grants might upon activation, plus the 25% passive run speed. I tend to run Signet of Spite as well, so the Signet mastery trait isn’t wasted, and I run MH dagger a lot so Bloodthirst can help Dagger #2.

This is not “ideal” but it seems serviceable and the traits help other skills I do use. Personally, I think warhorn and Spectal walk are the best ways to move around but it can be a bit busier. Sometimes I want to hit fewer buttons and not grab agro so Signet of Locust traited this way isn’t so bad.
