So is Terrormancer viable or not?
I don’t know how meaningful Terrormancer is in PvE, but it has always been (and probably always will be) really strong in WvW/PvP.
You would def be best using a Power based spec while leveling (And in PvE in general).
Minions/Wells/DeathShroud are very nice for leveling/PvE.
I find Necro Condi PVE to be either extremely good or completely terrible depending on the circumstances with very little middle ground. Any encounter with a lot of adds are fantastic as Epidemic melts the screen. However, running a dungeon with another bleed applying class or, heaven forbid, fighting a world boss just sucks. Those situations have me feeling completely useless.
It’s all feast or famine.
The Hybrid build seems like it would be fantastic in PVE, but due to the gear requirements I wouldn’t go anywhere near WvW/PvP with that spec.

To better answer your question, how do you prefer to level? Burning down single targets, or gathering a group of mobs and melting them? Both are viable approaches, though if you choose to go condition spec, I wouldn’t go terrormancer in PvE. The traditional conditionmancer build would probably work better for you as fear isn’t nearly as useful in PVE as it is in WvW/PvP.

So I just got my necromancer up to level 40 and I’m pretty tired of running MM build. I thought I might try out the terrormancer build but I stumbled on a ton of “terrormancer nerfed” threads. Is it still viable or not? And if it is, are there any other recommended builds? I want to be able to pve and wvwvw without have to re-trait constantly
First you up 80, and only then you made a build. On wvw no matter, your stats way lower than any real-80
fearmancing with Doom/staff 5/spectral wall and rabid armor is very fun and effective against disorganized groups in lower tier WvW. in higher tier play, organized groups are basically perma stable and you wont be getting any terror damage or fear off. rabid corruption builds (CB/BiP/epi) are very viable against smaller groups. but as zergs get bigger and better, it’s all about damage, damage, damage. wells, wells, wells.
in spvp, i can see it being very fun and viable.
