Guardians might get some use from them but reapers wolnt.

For a shout reaper, I was thinking about scrapper’s runes, then I faced a scrapper. Now, if I ever want to play something tanky, I know I just need to play scrapper, or druid. Reaper has nowhere near the sustain of those specs… And, yeah, reaper’s runes are bad.
Balance team is a bunch of clowns, hurting the game to the full extent of their abilities.

I’m thinking those berserker runes are custom made for a sinister reaper, not sure if we can get/equip them though.
Reaper runes aren’t bad. You can easily get 100% chill duration, which makes every shout chill 2 seconds. It’s even easier for perma chill, which benefits both Power and Condi Reapers
