Something cool
I disagree about Executioner’s Scythe becoming a 3 hit combo, but I like the idea of it finishing downed enemies.

It’s already powerful enough. If it plays a special finishing animation when you kill a downed guy with it though, it would be aesthetically pleasing.

1 hit skill is too much, thats why i said like 3 hit combo. for example if used on downed enemies, you do an uppercut a swipe and then the stabbing
I didn’t say that it should finish the guy with 1 executioner’s scythe hit. I said that if you kill (not hit) a downed guy with executioner’s scythe, some special animation play to make it look more awesome!
Also, I don’t agree that Executioner’s Scythe should automatically stomp in any situation. The skill is powerful enough already. It doesn’t need added functionality.

One slow hit really goes well with the Reaper theme, same as with the 3 fast hits that go well with Daredevil. I believe they take the same amount of too no?

Forever together, or not at all.
The problem is that the thief animation takes 3 seconds to go through the whole thing meaning you only get an advantage over a normal stomp if you down them with the first 2 parts of the skill. If executioners scythe killed downed foes automatically, it would be way way better than stomping.
extra dodges, real stability, mobility skills,
burst skills, sustain, or good support. GG ANET.
While I do agree that this killing downed foes might be a bit too good how different would it really be from other classes doing quickness stomping. Some classes have quite easy access to that.
