Sadly, only when using your actual healing skill I believe, otherwise it would be amazing and a staple in a lot of builds, being only 10 points in.
Only on healing skill, however I do believe it can proc both on summon and active of Blood Fiend, just like Melandru and Flesh Golem.

Correct me if I’m wrong, but with 100% boon duration one could keep up Vigor fairly often, getting 10 seconds from the summon and use of Blood Fiend, couldn’t they? I recognize this would most likely favor a MM build, though.
It’s Retaliation, not Vigor.
I main Ele and Necro, though I have an alt of each profession at level 80.
