Staff Marks and downed opponents

I’m glad they don’t. They’d be so much less useful in tpvp.
Just throwing this out there because it has always bugged me in WvW. Scenario (that repeats itself) – Every time I down someone on top of the wall, I’m unable to kill him off because marks can’t trigger.
What is the reason our marks can’t trigger on downed opponents? Intended design or bug?
Switch to scepter/dagger and throw out your 2 & 5 on their corpse(their AoE radius is extremely large, so this can be done on tower/keep walls to hit downed people on the ramparts), this also hits anyone trying to res them. You can follow this up with an epidemic and/or put staff marks on their downed body anyway; if someone pops your marks trying to res the downed person, the downed person will take damage upon trigger, as well.
To be fair it does say the enemy has to “Stand” on them. But really Marks should have a trigger ability so they work on objects and downed players.
The nuance of placing a tainted mark on a downed ally so that others are forced to be tainted if they want to help him is completely lost on the greater audience accustomed to remote detonators, rocket launchers, and a big fat I Win Button on no greater than 38s cooldown or the whole Universe might end.
@Fynd – I didnt realize that the downed person takes damage upon trigger. What about the bleed stacks?
If so, I can see the benefit of having it this way. My eyes have been opened, thanks guys!

The downed person gets the bleed stacks.
Once a player is downed, all debuffs are cleared from them and they get a very quick Invulnerable buff. That’s why I mentioned swapping immediately to scepter/dagger and using 2 then 5 on the corpse – not only for the direct damage, but for the conditions, then you can hit epidemic to spread said conditions to anyone nearby that may attempt to rally them or is in the process of.
In WvW, my most favored way of clearing the ramparts when assaulting a tower/keep is to stack as many conditions on a Veteran Archer as possible, then – since they’re immobile – your epidemic on them is guaranteed to land and spread all over(since most other players will back out of LoS of epidemic if they get a nice condition stack).
i usually focus on bleeding downed people. 1, you can eat their downed HP really fast, and 2, you can spread it to everyone around them, making it hard for them to resurrect. By the time you’re done bleeding the dead, there is usually another bozo who downed because they tried resurrecting and didn’t focus on cleansing themselves. wash rinse repeat.
“Hey, you can get a resser-kill as a necro if you find someone dumb enough to not notice that they’re bleeding!”
reminds me of:
“Hey, necros are great DPS’ers if you find someone dumb enough to just stand in the middle of a well!”
I’m beginning to notice a pattern…
You can cast Epidemic without having line of sight. You can spread conditions from a targeted but hidden enemy on a wall (that you reached with Greater marks and scepter 2 and dagger 5 for example) and then Epidemic them away on all near him.
Downed enemy and veteran are good target, as they can’t cleanse them off.
