Starter Masque wont transmute
Needs to be a white(basic quality) item to break the soulbind attribute. Derrak (the armorsmith) in Lion’s Arch sells level 10 white hats on the second sale tab for ~80 copper to a low-level char. Just go to the Armorsmith icon (steel helmet) on your map, it’s sort of near the bank. Remember that his items scale to your current char’s level, so make sure to buy the hat on your nab char. Transfer money from your main to your bank if you don’t have enough copper.

And you can transfer it to another character via bank afterwards ? If so, that’s good tech.
Actually as someone said it works with blue as well but i guess your problem is that you tried to transfer it to item that you bought on same char who is owner of that mask as well.
So basically what you need to do is to buy that white/blue item(on what you plan to transfer that mask) with your main char and place it in store and then pull it out with your alt and use remodel otherwise it wont work.
Because of that it smells like bug so expect it to be fixed eventually but until then…
I don’t think it’s high on their priority list of things to fix. Every time you do this trick to gain access to a skin you wouldn’t normally get, you use a stone to ‘unlock’ the skin and another stone to apply it to armour that’s actually useful. Using up transmutation stones is something they want us to do, so it’s a win-win bug (edit: if it’s even a bug at all).
