"Suffer!" Change Suggestion
That would make more sense with the name of the shout, at the very least. Transferring multiple conditions would certainly make me think of making the target suffer a lot more than a single cleanse / transfer. Most of the other shouts have fitting names, but this one is just off to me. The current iteration is more like “mild inconvenience”.

Well epidemic and a transfer work a little bit different. A transfer litteraly transfer the condition in essence: it still has the same user. Epidemic clones the condition used: you are the user. Depending on implementation and restrictions of the system, “transferring” the same condition 5 times may be impossible. That would mean that at best you can clone the conditions used and then remove the three, which could be considered too much considering we can have some of the highest condition damage due to scepter and target weak or could be a downgrade since power users have lower amounts of condition damage.
Personally I prefer replacing the chill with a 1 second fear would be cool, I mean reaper has inherently little fear but has a trait that uses fear, so we might as well get some fear in the reaper to boost up the minor’s performance since we already used a single trait line without fear traits.
An instant condition transfer shout isn’t a terrible, but Suffer just looked like messy garbage once Plague Signet got a 30 second cool down and a signet trait buff. Right now Suffer looks like a tweak of the stronger skill.
Instant cast is really strong in this game, so there’s a place for suffer. If the chill duration (3+0.6 seconds) is long enough then the skill is useable.
Things to test:
(1). Is the chill long enough? It might not be
(2) If you use shout condition remove runes, does the rune effect or the skill effect take place first
(3) If you can’t hit anything with Suffer and there is nobody to transfer to, do the conditions get removed?

My biggest issue with it is that a single condi transferred is.. Well…. Really, really weak. And all of our transfers get rid of at least three on hit. So, barring an Epidemic-esque “Suffer!”, perhaps just upping the condi transfer to 2 per target would work well enough. (That way you could cleanse every condition on you if you hit five enemies and somehow had every single type of condi on you) Also, it gives a bit of nice play with shouts. Use NCSY to get rid of a couple boons, and then Suffer to put on a couple condis.
Either way, the condi cleanse part of Suffer needs to be a little more impressive. I mean, yeah, in a team fight, a five condi cleanse is nice. But.. As far as I’m aware, Putrid Mark does a better job. Overall, most of the shouts need to be tuned up, but suffer just seems…….. Kinda blah. Nice chill set up, certainly. You can chain all your shouts together in a big fight and get just about instant 25 might, mess up boon/condi balance on an enemy, stun and chill them more while gaining stab, and getting a ton of LF to follow up with. But, that is an absolutely ideal scenario where you get to use every shout in sequence. Yes, you could turn the battle or cinch a victory with it, but.. It’s unlikely to happen quite that nicely.
So, yeah… Some extra condi cleanse on suffer to make it scary to the enemy would be nice. At least make them laugh a little less when we use the (almost) one trick pony that is “Suffer!”

I know, I even mentioned it and it is because of it I suggest this. Right now reaper has this minor trait that makes fear also apply chill. Unfortunately the reaper traitline, the greatsword nor the shouts have any fear application whatsoever. The only fear we got is in reaper shroud with terrify and with an effective cooldown between 20 and 28 seconds we got a lower fear applciation in reaper then in shroud. I do acknowledge that the fear is AoE but it has a cast time and the range is significantly lower limiting the application possibilities which in my opinion balances it out.
In other words reaper can’t fuel this trait. In order to solve this I thought about adding a little bit of fear in the reaper to give it some better use when you go reaper. Suffer seems the best candidate sice the skill seems a bit lackluster so it could use the boost.
