Targets affected by Chill cannot Stun, Daze, or Disable you. You are immune to these CC effects attempted to be inflicted on you otherwise, unless they cure themselves of Chill, or resist it via Resistance boon.

Also, targets affected by chill should suffer hypothermia which just make them fall over and shiver on the ground for 30 minutes unable to use any skills at all unless someone drops a blanket on them (1g to purchase deployable in WvW).

What about no?

It does nothing for raid builds. If they are changing the trait it should be for something similar, to increase your damage either condi or power.

Chilling a foe causes damage and 1 second of slow.
Enemies you chill are also cursed with deathly chill for 3 seconds. The next time they dodge their legs break causing them to fail the dodge and get knocked down taking damage and ending this effect. 5 second icd per target.

No, Reaper’s Onslaught is the DPS trait for Grandmasters. They should make this trait good. 2 Grandmaster traits doing the same thing is a bad idea.

That’s not bad, there was a GW1 skill kinda like this. Fetid Ground i think.

I’d be happy if they just gave us 1 packet of raw damage, maybe equivalent to 4 seconds of bleed.

yeah but indirectly nerfed with VP nerf.
And barely an increase in DPS for power builds.
