Guild Wars 2

Everyone just uses this spell to teleport a short distance, but 1.5s cast on it while moving forward doesn’t really port you far.

Is it possible to make this spell instacast or atleast 0.5s cast?

No, most people who use it use it as a pre-planned escape or way to go back, like defending home point in PvP. It does need a shorter cast but it will never be as good as “free” mobility blinks.
