The title is a little bit misleading.

Plague is a group support skill. If you’re alone against a stronger opponent it will only delay your inevitable defeat.
Take the golem instead!
Also, Chilling Darkness… more of a well-mancer trait. I’d definitely not take it for Plague alone.
Try Weakening Shround or Spectral Attunement instead.
One more thing: Are you using Mark of Evasion more often because of the Sigils of Energy? If so, then it’s ok I guess. But instead you could also try 10 more points in Death Magic for Shrouded Removal, Reaper’s Protection or Staff Mastery.
Or another 10 in Soul Reaping for Foot in the Grave.
I’m also not a fan of the 6th Nightmare bonus… but ultimately that shouldn’t be the deciding factor.
I will say this after running nightmare runes for the past few days in a build almost identical to this. I use trait (III) in the DS tree.
The nightmare bonus is very lackluster.. a 5% proc rate is not often at all, and will almost always go off on a mob, or a pet, or someone with stability…. it is hardly reliable, then it has that horribly long cooldown. I am continuing to evaluate, because you can run nightmare over undead, and only drop about 100 condition damage for the proc fear and 10% duration.
I will say that if you run sigil of paralyzation in this build instead of energy, you get longer fears (tested earlier).
Not running plauge form while roaming is a horrible idea. You get focused constantly, and plague is your only way to ride out the tide till your roaming buddies can help you not die, and it gives you a freebie stomp. So I support plauge as an ult, especially with chilling darkness.
Also not taking earth sigil is a big reduction in bleeds, it has a cooldown of 2 seconds, so it can proc twice during a sceptor rotation if you are lucky.
All in all it is fine, and very similar to my build, but I find energy sigils not enough in roaming to stem the tide of focus from multiple thieves.
EDIT: Also mark of evasion is very very good for roaming. Guaranteed regen, guaranteed bleeds…. its a must have if you can get it with greater marks.
If running in a group in WvW, I would suggest dropping mark of evasion and Spectral Walk and picking up Foot in the Grave+Signet of Undeath. Guardian RoW/Staff#5 is more of a death sentence than just about any other ability and you won’t always be in range for someone to give you stability.
A cond.dmg build is very strong when played as a backfield control/support. AoE chill/cripple/fear will give your group a lot of kiting/chasing potential. If you are getting focused then your group needs to swing back and peel/kill those on you. The amount of control you can bring warrants a little babysitting (And being honest, who ISN’T going to drop to a couple theives focus without help.)
