you could think of reducing 10 Points in Spite and investing them in Death Magic to get Staff Mastery imo cooldown reduction is more useful.

Also you do not have any condition removal which can be a problem in WvW. So you could swap your heal to Consume Conditions which i would strongly recommend. You could also swap your food to Bowl of Lemongrass Poultry Soup for the -40% condition duration but then you will loose of course the +40% from the Rare Veggie Pizza. Or you could swap Spiteful Spirit to Spiteful Removal.

Also your crit chance is very low for a power build, so i would experiment and change a few trinkets and maybe using Master Maintenance Oil until your crit chance is around 30% to get higher damage output.

ok I agree with the condition removal.
but I want 100% chill duration and if I remove the 10 in spite I loose 10% duration. (i want the 2 second chill on blinds)

Might go for knights gear and a mix of knights and PTV trinkets to get my crit rate to 30%

I would highly recommend using consume conditions for your heal, and using some form of speed (locust signet, spectral walk, or warhorn).

I really feel like spite is an all or nothing trait line. Close to death is a great trait, but most of the others are lackluster. I would recommend either a 0/30/20/20/0, 0/25/25/20/0, 30/20/20/0/0, or a 30/30/10/0/0 spec. If you opt for the 0 in spite line, you can trade out 2 runes of ice for 2 runes of grenth or sanctuary and not lose any chill duration. The 4 ability on the ice runes is rather unreliable in wvw anyway, since any random mob or guard could activate it.

I ran full pvt for a long time, but I found the damage rather disappointing. I would recommend doing more berserker pieces or a knight/berserker hybrid. Your wells + ds 4 can do pretty amazing aoe damage when more damage oriented.

Dont use PVT gear, its really an overkill of survivability, I usually run with 20-23k health and its more than enough, as a necro you shouldnt have a problem really.
Go Knights/Cavalier or maybe some zerker pieces imo.
Always use Consume Conditions !

I suggest proc’ing chill more often than for longer duration in wvw. Chill does no damage at all as a condition. It merely slows the opponents – good for pve 1 vs. many without condition removal where duration is more helpful. In wvw where everyone clears conditions, the benefits are less spactacular.

If you’re only fighting organized zergs in the upper tiers, then maybe you’ll see all this rampant condition clearing. From my experience doing smaller group fights in the lower tiers, my conditions stick pretty well. Yes, I come across classes (often eles) where I can’t keep any debuff on them, but for the most part I am finding my own chill duration build very effective—it just depends on what/where you fight.
