Two buff requests
Chilling Victory has the potential to instantly give you 25 might without the 1-sec internal CD (Soul Spiral on 2 or more chilled enemies, for example).. and imagine the heals or shroud regen you could get with Blighter’s Boon… I think that’s a pretty dangerous buff xD
The other Master traits in Soul Reaping have some use in certain builds, but Vital Persistence baseline would be really nice… but I think it could tip Necro over the edge. They reduced our stability to make us more killable (although that was with Mercenary Amulet) so I’m not sure if they’d make something as strong as vital persistence baseline… Dire or Trailblazer Necros in WvW would be just insane.
If they made the 50% reduced degeneration baseline, and then reworked the 15% reduced CDs for shroud into another trait, that’d be interesting.
Anyway, I’m all for buffs. Other stuff is way over the top anyway (looking at you Druids and Dragonhunters).

Didn’t we discuss the Vital Persistence like a million times already…
Anyway, make it 30% baseline and another 20% with trait to hit the 50% traited, but still has slower degeneration if you use Soul reaping with different build.
And ofc this and countless other good suggestions along the endless line of this stupid(must have) trait.
By now I think they really don’t know how to change that. Or maybe they think its ok, or its to small of a thing to change…

I don’t know for chilling victory but as long as it come to vital persistence, sadly, the best solution would simply to get rid of the trait (without changing anything baseline) and come up with brand new trait that do not mess up with passive things.
As long as there will be a trait that reduce the passive degeneration, the issue will linger. They should probably come up with something that would be more in line with the pairing of coold down reduced. Maybe add an effect that make condition inflicted last longer while in shroud.
