Unable to swap elite?

Havent played my necro in awhile, i log on and tinker around, and it wont let me swap my elite from plague to lich form? Any idea why? I’m in town, so not in combat…clicking the ^ arrow doesnt even give me a list, on the hotbar or in my skills panel. Ideas?

This may sound like a dumb question, but have you unlocked Lich Form?

I main Ele and Necro, though I have an alt of each profession at level 80.
