Because there is no simple answer to your question, it’s rather complicated.
On single targets you’ll want power, but you’ll suck at AoE.
For AoE you’ll want Conditions, but you’ll suck at single targets.
If you run Hybrid you’ll do well at both, but excel at none.
Get used to the idea that there is no “best” build for anything. If all you care about are huge dmg numbers, roll a warrior. And then roll your face over the keyboard. :P
Highest dps is usually counted as single target dps. Condition damage builds have much lower dps but they can maintain damage on 5 foes which totals to more damage.
Seeing as most important (non skipped) encounters in dungeons are single target and trash groups can be burned down in a few seconds with any group. You should focus on single target dps. So ill refer to my dungeon build (see signature), which is the highest single target dps the necro can provide. It has good burst aoe for clearing trash groups aswell.
Use slaying potions and appropriate sigils for the dungeon. Force/night/undead in mainhand. Perception on a spare offhand. Frailty/strength or energy on regular offhands.
