Scepter auto-attack has a 4-second bleed. I’m at level 36 and have 10 in Spite for 10% increased bleed duration. I have 3 minor rune bonuses which each giving 5% more bleeding duration (Krait, Afflicted, Centaur). Nothing else in my build (sigils, traits, jewelry, consumables) increases condition duration. That should put me at +25% bleed duration, making my scepter bleed tick one extra second.
However, I just tried it out and found two things wrong.
1) The tool-tip says the bleed will last 4 1/2 seconds. Fine the tool-tip is wrong, no big deal.
2) My 4s bleed application should tick 5 times, but it ticks 6 times!
Where is my math wrong?

Scepter’s base bleed is actually 5s
Bleeds, their duration’s and damage seems really quirky right now. Almost as if anet themselves never actually mathed it out.
Its not cumalative its multiplicative. 4 seconds +10% is 4.4 seconds, then +5% of that is 4.66 then +5% of that is 4.99 which is 5 seconds. Assuming its 4.5 seconds that would mean 10% is 4.95, 5% more is 5.2ish and 5% more is 5.5ish.
But if the base bleed is 5 seconds then 5.5, 5% more being 5.8~ and 5% more being 6.1~

Do you have the trait that gives 20% more bleed duration active? because that would make 6s out of it.
It’s 5 second base.
It’s additive not multiplicative.
The 33% longer conditions traits is actually 45% longer for Sceptre Auto attack, but 33% for Grasping Hands.
Each 20% of 5 seconds = 1 second.
Thus 5s base + 25% duration = 6.25 seconds.
I’ve tested this out on 3 different occasions in the mists before, so I know what I’m talking about.

So if it’s actually a 5-second base, that’s a few silver wasted on a couple duration runes
