Why can marks hit no downed target?

Believe me when I tell you it works better this way. You can set traps for enemies if they try to res their allies back up. But worse when you’re trying to tag ppl in WvW, oh the loot bags how I miss the.

they will dodge it and you will lose your marks
It does not make any logical sense why marks wouldn’t trigger on downed players. They can still move while down and they take all the damage if a mark is triggered by someone else, so why not have them trigger it in the first place…?
It has always been like this and I doubt it will ever change.
It doesn’t really matter though because necros are the best class at stomping downed players /sarcasm -.-
And it certainly does not “work better this way”. Marks are highly visibly for enemy players, there’s no luring them into a trap here.
Well originally Necromancers had the ability to trigger marks on command.
I suppose it was deemed useful so rarely that it was just removed.
So these few situations where we’d wanna trigger them forcibly we just can’t nowadays.
Very annoying in WvW, makes me waste a Well on a downed person sometimes.
They don’t trigger on anything that is an “object”. Turrets, most dragons, downed players, graveling mounds, etc.
I just usually wait the couple seconds it takes for some schmuck to run into range to attempt a rez before dropping marks on a downed enemy in pvp.
