Probably not, it looks like more of a tanking/aoe chaos skill.
Too early to tell if GW1 attacks will be the same. An AoE would help with targeting, especially if it is a short burst so the minion does not have to shamble after a moving target. Also, all minions focus the same target as the Mm, which would be inconvenient when proc’ing off of multiple targets.
My guess is at least a burst of damage immediately, maybe followed by shambling off to death Nova when traited. Condition damage seems less likely to me but is possible.
Eh, if they don’t it’s ok, just I remember down in Arah I could get so many jagged horrors and the bleeds would just sky rocket to the point even burn heavy Condi classes would be shamed. PvP this would be much harder as the horrors would need to survive throughout a fight, WvW less so because I could stock up on horrors on Mobs.

But they’re so smooth and shiny! It makes their “jagged” descriptor an exciting enigma! Maybe they have jagged personalities? Maybe they’re very unreliable investors? Maybe they’re illiterate? Who knows? We can only speculate.
