As someone leveling a mesmer right now you are pretty much looking at the same coin from 2 different sides.
Necro aoe are mostly based on a combination of secondary effects and damage in synergy while Mesmer aoes mostly do damage based on their effects making the actual damage a secondary effect, Minions are essencially traited and signeted clones, there for a fight, but you should dispose of them before going onot the next fight (or in mesmer case next target), Staff is still the most valuable weapon you can have.
Overall you just need to take knowledge of each specialization a mesmer has, remove their disengages, but add out of combat movement speed signet(for necros that dont know mesmers dont actually have a 25% ms) and the ability to do each part of all those specializations, but a bit weaker.
Also no projectile reflection, but “op” aoe blinds instead.
If you love the aesthetic of Necro then you may like the change. As you said applying conditions, can certainly do that. But if you are looking for straight power and effectiveness, esp in WvW, I think Mesmer holds the top spot for versatility in the game mode. So it could be an adjustment to be a little more limited.
Probably not. Necromancer is a very slow class with little mobility and no real means of escape. We excel at outlasting our opponents but that’s about it.

Just go ahead and play Necro and see if you like it. I would warn you though, Illusions and Minions in anything other than PvE are absolutely different things. There is no other playstyle quite like MMs in this game, and if you go that route it takes a lot of practice (again, PvP, PvE you just summon them and they do w/e till they die or blow up).
I have both classes to 80. You’re going to hate that staff 1 and lich 1 projectile speeds are so slow. Big change from the auto hit that sword 1 does and the autotrack that staff 1 does on mesmer. At least shroud 1 autotracks.

Technically seen, Necromancers are faster than Mesmers (ability to hold perma swiftness and 25%ms signet), they just have more disengages and actual ground targeted blinks (thus more mid combat mobility).

Mesmers take the same amount of time to setup bleeds via phatasam crits and most power builds (even shatter ones) take just as much time in preping as spam life blast and wait for 50% LF…. In fact the only 3 classes that have a notable difference in combat are warriors, engies and eles…. hell even a thief has to caltrops into blossom, dodge, gap close in any of 99999999 ways, blossom again and then dodge again to apply 20+ stacks… thats around 5 seconds, necro condi burst (but our is to 15 stacks) is about as fast. So i never really thought about anyone talking for combat flow (since its pretty the same with variation of application tricks) in a game that has pretty nice balance and maybe i just played the condi necro wrong at start (since spamming 1,2,5 swap, bip, 2,3,4 was kinda boring), but i never felt any slower than on my thief or ranger in terms of conditions.

I’d say the flow of the necromancer is pretty good
It’s also not about bleed applications, but cast time. Almost everything a necro does seems slow and wonky compared to all the instant cast a mesmer/almost any class got. You almost send a telegraph seeing “Watch this in 3/4-1 seconds!” And then the skill takes another second to land. You will notice you’ll get interrupted a lot more easily on the necro. This will be the biggest difference between those 2 professions.

if you try a shatter rotation on mesmer then do your bleed rotation on necro. you will see what i mean by the pace of game play. and yes you can argue that they are similar game play speeds, but they are not.
even if you use more complicated bleed rotations. I.e. Mark on dodge, weakening shroud and darkpath etc etc. there s hardly a comparison.
I would rather play a necro than mesmer, but thats because I like the slow patient planning you can do with necro during a fight.

Different classes entirely, but I feel far more useful in large scale wvwvw on my necro.

Entropy: I also came to Necro from a Condition Mesmer. Fact is, Necro’s pacing is much more deliberate. However, Necro has many ways to apply Conditions to your opponent. I’d argue that if you’re using a straight (or mostly) Rabid build for both, you’ll lose a certain degree of in-combat mobility, by comparison … but, you’re gaining Health and some wicked AoEs. Although, yes – Condimancer autos are slooooooow.
Just don’t try to play it the same, Mesmer has more active defenses whereas Necro defense is passive as heck. As for usefulness, Well/Mark AoEs are sick bastids, for point defense situations. Plague makes you a Stability-packing, self-targeting AoE.
The only problem there, is that Plague’s best trick is Plague of Darkness + Chilling Darkness Trait.
