Depends what you are up against (against direct damage or conditions) and how you good your team is cleaning group conditions.
Toughness = more Armor = you take less direct damage, helps against power builds
Vitality = more Health = you survive longer with conditions, helps against condition builds
Also note:
- Toughness does nothing to conditions.
- Vulnerability increases direct damage on a target (1% for each stack, up to a maximum of 25 times)
- Protection decreases the damage received by a target by 33%.
- Glancing blows, as caused by either level difference or weakness, only do 50% of regular damage.
- The more armor you have, the more effective healing is. Note that this doesn’t change how much effective health healing gives you.

The best outcome in terms of effective HP is balancing the two, each point of one makes the other stronger, the same way crit and power do, each point of power makes your crits hit harder, each point of crit multiplies power effectiveness. If you’re taking less damage, each point of HP you have is worth more.
The question at the end of the day though is do you get enough mitigation from toughness to outweigh the amount of HP you get from vitality?

You want both. Pick either PVT or CVT, and gear / spec in that. Mix in appropriate gems, jewels, etc to up your offense if you feel like you can afford to.
Full pvt gear and weapons. Zerker amulet and back piece. Celestial trinkets. 0-25-0-15-30. Trip wells if you’re group comp and positioning is kosher. Plague as elite. Staff axe-dagger. Melandru runes. Hit like a truck with your wells and death shroud. Great survivability with ds and runes and almost 30k HP. Food is sharpening stone and saffron bread or poultry.

From the 30% crit the gear gives you im guessing you’re going for Curses 15 and SoulReaping XII for 100% crit in shroud (as in: drop wells, shroud, 5, 4).
Curses III and either IV (for max in-your-face playstyle) or VI (if you need targeted wells)?
Blood magic V or IV?
SR III and XII and… VIII?
Looks really interesting, too bad you cant 20 into BM for well CD.
