Use Minions and the Supporting traits for them… you can pretty much arm yourself with a Bag of Oranges and be unstoppable.
You’ll have one of, if not THE best leveling spec in the game.

Again, anything really. Your minions will be your prime source of Damage. I’d personally suggest an Axe / Warhorn. Axe will stack Vulnerability so your pets can do more damage, and Warhorn will give you some moving speed.
However, I’d suggest getting a Staff in one of your 2 weapon slots. Staff is required in almost ANY Necromancer build. And the Blood Mark (#2) gives Regeneration when triggered, which is good for your pets.

Besides appearance reasons, not really.
There’s some nifty Racial Utilities, Like the Sylvari Seed Turrets, the Human Hounds of Balthazaar, or the Asura Golems, but I’ve never heard of people choosing a particular race just for those.
I chose Norn specifically for the Tribal Tattoos (that you can no longer see with the current armor…), as I see my Necromancer as more of a Witch Doctor.

“Best” is such a lazy term.
The simplest single target killer we have is dagger with minions for support. Can play while distracted and not die most of the time.
The fastest single target killer and the second best AoE leveller is dagger with full wells for support.
The third fastest single target killer BUT the single best AOE’r (which is important when leveling) is condi specced with sceptre/dagger.
“Best” is such a subjective term to throw around.
And race does matter. The Asuran Pain Invertor (confusion AND retal) makes AoE levelling a breeze. The Sylvari roots are massively important (in WvW and some PvE).
Actually the best aoe weapon (even in lower lvls) is the staff.
And yeah race does matter. I didn’t pick charr for it’s racial skills at first but now I’m glad that I did because I use those skills sometimes.
flow – if you’re condition damage, then sceptre 2 followed by dagger 5 will apply more conditions than staff. However, staff is important in all builds and I rather assumed it’d be his offweapon regardless.
The key with AoE condition levelling is AoE bleeds and epidemic… sceptre/dagger and staff is king of that for us necros, which lends itself to levelling very well.

Human’s Hounds of Balthazar will also do insane damage in hybrid builds (pretty much guaranteed win in small fights), Norn’s have leopard form that is commonly used in WvW. Charr is the only race that I haven’t heard of people taking specifically for racials, but every other race has at least one strong racial skill to use.

Nope.
Grasping Dead: 1 bleed stack for 7 seconds (cd: 10sec)
Enfeebling Blood: 2 stacks for 10 sec (cd: 25sec)
vs.
Staff: Mark of Blood: 3 stacks for 8 seconds (cd: 6 sec)
That one mark inflicts more aoe bleeding than the other 2 skills combined.
If you have the staff mastery trait and +80% bleeding duration you can have 9 stacks of bleeding on 5 targets permanently… with just 1 skill.
Add all the other marks and scepter2/dagger5 just pale in comparison.
Just make sure you have a decent amount of AOE capability. Single target dps doesn’t matter anywhere near as much as not being able to aoe while leveling. I prefer staff for that role, along with well of suffering. Other weapon can be any of the other 3. Usually dagger as a single target dps/object buster.
Spec doesn’t really matter, though greater marks (10 pts death magic) is really key for said staff. More important is gearing. Necros are very hybrid, you want both power and condition damage. Don’t get fooled by that bleed on crit trait in curses. It’s very weak and certainly doesn’t make you want precision/condition over power/condition.
