chill should encrease the initiative cost
Honestly, I’d gratefully accept chill reducing the speed at which initiative regenerates, which I think would be a closer match than increasing initiative cost. Having chill push it from 1.33 seconds / ini to 2 seconds / ini could really help lock a thief down.
As it is, thieves aren’t actually immune to chill. Their utilities, heal, and elite will all have their recharge increased, not to mention how much the 66% movement speed reduction can cripple them. They don’t have recharges on their weapon skills, but there are still strong effects there.
It’s pretty obvious, and nobody’s impressed.

So out of curiosity, I went and found it. Page 37 of the Thief Gameplay Megathread, I’m disappointed (but not surprised, that thread is just… Kind of a runaway train of chatter) that the idea didn’t hold many people’s attention.

I posted in necro forum because is the first class that came in my mind when thinking in chill builds. Is there any other class that can build up perma chill?
Eles come closest, I think, but even their chill uptime is pretty low. Maybe rangers can do better with axe/alpine wolf/alpine stalker/frost trap?
Necros have pretty effortless high chill uptime, other classes need to stretch for it.

As does staff ele (having 3 finishers by swap into earth-more conditions for 10+ easy chill) and axe ranger (with axe mainhand for 6 chances to chill the instant its set up), aka the only real chill fields in game despite the fact that necro should have them instead of some of the 100000 dark and poison fields *cough chillblains*.

People still use staff on an ele (I understand WvW, but PvP)? Rangers actually use axe main hand?
And my point remains, ours is really effortless (just press the 2 buttons when they are off CD and boom, over 50% chill uptime, base), whereas other classes need to manage combo fields and then using multiple finishers on top, and/or using uncommon weapons (seriously, what ranger uses axe?)

Full disclosure? I wanted to see if I had posted in support or against the idea when you had fielded it, since I haunt through the thief forums from time to time and wanted to be consistent. But I haven’t bothered with that thread since about a week after its inception, so I missed your post completely. I can’t help but feel like I’ve posted an opinion about it earlier, but I can’t see it.
Oh well, in any case, I feel like making chill reduce initiative regen would be a good way to make chill stronger as a ‘lock-down’ condition.

A) despite me understanding the hate against axe (as every necro should except for Feast), but Axe/Axe and Axe/Dagger are still strong combinations on ranger
B) effortless, yes, good for positioning and efficient if you aint going for tank, no.

No it doesnt, in fact i can laugh at the stupid corrupt brood in frostgorge on my thief since they let me do more hits with my leaps/mobility skills since they proc more hits, just like on warriors and mesmers.
