Fear can only be pushed past +100% because it is also classified as a Stun.
Lingering Curse is the only way to push bleed, poison, and cripple past the +100% limit because it changes the base values of the skill. It isn’t bleed specific, but it is Scepter specific.
There is reason to get more than 1 second intervals, especially on fear. That is extra time when they are not using any skills, even forgetting the damage. From the damage perspective, if you time your fear right with the other damaging conditions, you can eke out an extra tick of damage (now 4 ticks as opposed to the prior 3).
I use 30% (spite), 40% (food, or 36 is also fine), 20% (necro rune), 15% (paralize sigil).
