Whenever I do this, my spectral recall teleports me back to the wrong place (i.e. not next to the downed victim even if they didn’t move)

Most likely. But the skill itself is kinda buggy, so it’s probably not entirely your fault.
Have you tested it on the downed NPCs?

Yep its that simple. As a Necro you dont stomp people. You suppress them with marks and then you kill them with stabby stabby. If you are lucky, someone will try to res them thats not full PVT so you can get a two for one for free. If they are at range and you cant get to them, DS autoattacks usually take care of them.
Cleave with dagger and warhorn if you can. Otherwise you can plague stomp if you take plague. But the best choice is always cleaving to farm them for life force, and then blow anyone up that tries to rez.
Staff/Dagger AA for Life Force, faster/more useful than pressing Finish Him! 2-3 times..
(I’m usually trying to Staff him while capping as I have the feeling it’s more LF ‘cos slower kill.. but never tested/did math, so it’s just a feeling.)

Dump a well of suffering on the downed. Burst down anybody who tries to Rez them.

Necros are not stompers. You can stomp a mesmer, an ele, and a thief if their teammates are mia, but you dont try to stomp in a teambattle unless you are really desperate.
What you can do, is charge life force with the downed player, stab him with dagger aa, locust swarm him, drop well of suffering if he cant teleport (with the new necro trait, all downed plYers can teleport)

You give him more Aids wile he’s down so he can infect others in the after life. ;D

Either of these two is my preference depending on situation. Autoattacking a downed (or #2 axe) really is the most reliable way to harvest lifeforce since they cant dodge/LOS, etc but if you need to deal with other things a well will do it for you and is a great deterant to rezzing.

I dagger AA for LF on drop AoE poison and cleave. The only time I finish is if I have an ally also stomping with me and we are against Engineer/Warrior/Necromancer with only single target CC to stop one of us.
Bleed them and chase off anyone who tries to help them. It’s better to leave an enemy bleeding and downed but alive, than it is to kill them, let them respawn, and go be useful elsewhere.
I don’t, in WvW I am far to busy looking for my next victim (loot bag).
Let em bleed out or I’m sure one of the guys behind me will finish them off.
