is axe still a joke?
The only recent change to Axe skills is 10% more damage on Ghastly Claws.
Scepter is still superior in power, power-tank and power-condition builds but not for power-precision builds.

So axe is better for power/precision builds? Or did u mean dagger?
It depends if you like close range combat or not. Dagger would be better in SPvP but Axe is better for WvW.

Both axe and dagger work fairly well for power/crit builds. The reason for it is the large number of hits it takes to get the job done, which gives you proc chances on your on-crit skills. Otherwise, it wouldn’t matter if it took you 8 hits or 1 hit to deal the same damage. It averages out over time.
Im talking about mainly pve dungeons, i used to run d/wh and it blew every other weapon set away for power builds but ur saying axe is better than scepter for pwr/prec builds in general or just wvw?
It entirely depends on how much you’re relying on on-crit procs. If they’re only moderately important or not important, then try a different weapon.
I use axe because I throw out the AoE before I DS and lifesteal. Best practice is to pretend #1 was removed from the game.
The axe is not a joke. It’s a gathering tool so I’m surprised that people is actually expecting to use it as a weapon.
Now seriously, yep, the axe is still worthless (I just tried it after the “buff” just for fun and it was awful) and I don’t think this is gone to change any time soon.

Axe is sort of a special child in the orphanage. It’s still viable/useful because of the range<>dps trade off, and if you rely more on crit-procs to do your damage, you’ll like it better because it ties together condition and power play nicely. (not to mention, its the best LF generator ever)
but if you want that raw DPS, d/x will get you there.
If i was going to use axe for a crit damage build what crit proc should i be using?
The problem it that it’s all tradeoff and no range :P
Edit to answer clumsy:
Barbed Precision: Critical hits have a 66% chance to cause bleeding.
… It’s a 5pt minor trait, so you see results immediately, and it’s fairly good.
Reaper’s Precision: You have a 33% chance to gain 1% life force on critical hits.
… Combined with Axe 2, just spin to win (Death shroud).
Withering Precision: 25% chance to cause weakness on critical hits.
… Very situational, can be nice.
Vampiric Precision: Siphon health whenever you critical hit.
… They say they buffed this. Then again, they say necros are fine, too.
Weapon runes: Too many choices to list.

I would say that’s the base build for Power-Critical Damage with Axe at least from a WvW point of view. Using a full set of armor that gives precision with whatever other 2 stats should put you in the 45-50% critical chance range with +20% from fury.
