When I leveled my first character, a necro, I just used minions and let them do the job for me. Never felt underpowered.
Necro is one of those classes that isn’t really fun to level through the first few levels…least imo. Minionmancer is a good build for leveling and exploring, who needs friends when you have an undead squad of loyal minions ready to pick flowers at your beck and call!
But yeah, minionmancer is probably your best leveling build, though you might want to mess with a deathshroud build a bit. I run a condition build in PvE even and find it’s pretty fun.
As far as leveling goes, in 1v1 PvE scenarios, we can be quite lacking. However, if you face a group, open with staff marks #2 and #3, then blood is power on any enemy, then epidemic, use staff #4. If the enemy is not completely melting, enter death shroud and use #5. This is assuming you’re condition damage specced.
You have to learn your skill dps rotation, all that comes in synergy with your gear, traits, runes and sigils. So experimenting with them and knowing your skills is a must and that is best when u lvl up cuz the gear is cheap:) Make a power build, minions, pvp, crafting a lil’ to level up faster.Otherwise u have lots of guides on the internet as a start up and from there u can make your own once u see or understand how they work
Regards:)
I recommend NeXeD’s advice along with consume conditions, bone minions, bone fiend, well of suffering, and an elite pet as soon as one is available.
Bone fiend will draw a lot of aggro to keep you safer until it dies. Take the adept trait for minion spawn cool down reduction and use the bone minions as much as possible.
Pop WoS once the vet is locked down inside it’s AoE as it does a lot of damage. Auto attack with dagger. Also, take the adept trait that inflicts weakness when you use DS. Don’t forget bone fiend has inflicts bind on active. It can give you space to kite if you need it.
I’ve lvled my necro before the new unlock system, but back then i used a way easy survive build. not the fastest but realy served to lvl up safely.

the most primitive but working lvl-er build. not so bad dmg with good survive.
Minion Master has always served me well in PvE. It’s not terrible in PvP either, though I wouldn’t recommend it for WvW. Say what you want, but I can solo just about any champ/legendary and it’s not “press 1, f1, rinse and repeat” boringness either.
I’m in a small, albeit very experienced, necromancer support group that would be happy to help you out! We’re working together on a website to help people like you get into dark magic :P
MM has been mentioned, but you can go dagger/warhorn, staff on swap, and use wells. We call this the well-o-mancer. Well of suffering should be one of your first utility skills. Also consume conditions is a good heal compared to what necros have to choose from; this may help in your survival.
Combat begins, drop the well (suffering), pop warhorn 5(locusts)and hack with dagger 1. Use warhorn 4 for an interrupt, and use Deathshroud in between heal cooldowns.
Some prefer focus OH with dagger, others like dual daggers. Both will work, but I prefer warhorn for the swiftness, melee damage and interrupt.
Hope this helps.
The earth elemental mobs usually are capable of reflecting projectiles, so you dont use ranged weapons against then or else you will be killing yourself.
