Ranger is very boring and just feels meh. Playing ranger in GW2 is like playing Soraka – easy and dumb. I advise to stay away from it.
Also, considering the preferences you outlined – the definite choice seems to be mesmer.
Necro burst is non existent and is provided only by glass cannon builds that, as opposed to other professions, have no damage mitigation at all. Also you need to master the all-powerful-Death Shroud to stay on par with other professions in almost any possible aspect.
Just roll a mesmer, this is what it was designed for – to make every GW2 player main it.

I disagree with the Ranger being boring. My favorite classes at the moment are Necromancer, Ranger and Elementalist (Note: I haven’t played Engineer or Mesmer yet). I think it’s interesting to use the dog or wolf pets to apply control effects on opponents.
The Ranger, Thief and Warrior are great for burst (and a scepter/dagger Elementalist can burst too).
The Necro is bad for burst because their direct damage is very weak. In the case of a necro vs. a ranger specced for full offensive, the necro will do about less than half the damage a ranger can do (and the range on the Ranger is much further than that of the necro’s when comparing the Necro’s axe versus the Ranger’s longbow).
I haven’t seen any Mesmer that can burst quickly either. But the Mesmer currently has tons of damage through the Phantasms & Clones, and they do good damage themselves.
Phantasms properly specced do 3-5k each and some are ranged. Flesh golem is an ELITE and does 1-2k at best, most times lower. Phantasms also have lower CDs.
If your focus is WvW and PvP in general, go with a Mesmer. You have a lot more unique utility that you can bring to the table. (Portal, Time Warp etc). You also have the Necromancer’s best strengths in boon stripping with really good access to cleanses as well.
I started with a Necromancer at the headstart, it’s upsetting to know that all of which makes a Necro viable is completely outperformed when doing the same role on Mesmer. (Now playing a condition Mesmer in PvP)
The Necromancer is my favorite class. That said I wouldn’t recommend it to anyone no matter how much I hated them. Go with Mesmer, it has excellent damage, survivability, and versatility.

I’ll vouge for necromancer, sure your “direct damage” isn’t as high as anyone else, but if your doing 3k bleed dmg over 7 seconds and another 2k poison damage, pop well of corruption(1.8k dmg + turning boons into conditions) or well of suffering (3k dmg + applying vulnerability) and pop Death Shroud or Lich Form, you can easily watch your opponents hp just melt away, add all the survivability the necromancer has, and you got yourself a killing machine.
I think it depends what you want to do and how much time you want to invest. In PvE or WvW i would say that the Necro is fun. If you want to play SPvP Tournaments or if you want to focus on 1v1, i would recommend that you go for a Mesmer. It is not that you can not play a Necro successfully in SPvP, there are a people doing it, but the amount of time and also skill you need to do that compared to a mesmer to be successfull is just not worth it imho. When i created my mesmer only for SPvP because of the Necro issues and played around for a day i was shocked how much fun and success you can have even when donĀ“t knowing the class in depth. But be prepared, i think that Arenanet will bring certain Mesmer Builds down a bit in the future.
Mesmer is a lot more useful in both WvW and sPvP.
Mesmer is one of the core choices for a SPVP team right now. Necromancer is a rare choice. If you’re concerned about this in the short run, roll Mesmer.
