if you ran staff and x/f with spectral grasp, you could reapply chill for a decent amount of time if traited for it. Chill is effective, BUT is it really worth going for?

You can max out chill duration pretty easily with a number of Necro builds. I would never use it as a core-mechanic of a build, but more a side-specialization using runes/sigils.

Have 50%+ cond duration (kinda core on all necro builds that aint exclusive power dps/burst builds), get a hydromancy sigil, flip flop between chillblains, hydro and dark path = permachill.
