In PvE/WvW we can have 100% uptime on 25 stacks of vuln by weapon swapping and having Spite/Curses with some condition duration and the right sigils. So… yeah. But even without that niche scenario, the chill synergy is really nice, it means GS AA and plenty of the skills can stack vuln, which in PvP means a lot of cover conditions and extra damage.
Dont forget about trait blind = chill = vuln.
I know with shoutbot 2.0 condies wont exist, but its worth a try as a regular cover condi + we dont need to use frality sigil anymore.

main hand dagger + OH Focus (vuln stack + chill (= vuln stack))
+ GS ( chills and more chills)
+ fear = chill = vuln stacks
+ chill based gear (sigils)
+ prolly more chills in the new reapers shroud + vuln stacks from skill 1
+ more play around chill in the reapers talents= one kitten NICE group support under the form of insane vuln appliances (and chill)

i’d prefer if that was some shout effects and just mayorly HUGE AMOUNTS of damage!
btw: it just seems they want wells to be a ranged thing (standard aimable) and shouts to be melee aoe damage… hmmm
