Works just like Tainted Shackles, in the sense that if you are in range, in front of the necro, and he uses that signet, it hits you no matter what you are doing. (hits people who are immune, dodging, blocking, whatever), and it is impossible to remove.
It even persists through downed state… oddly enough.
