The ruins in VB where you escort the Pale Reavers is decent after that event has passed through. You can do a loop around the top of the pit and back towards the west and there’s 5 or so that should constantly be respawning as you get back to them.
close to the “drone adventure”.
When the adventure is available you have a “nest”. about 6-7 smokescale with a low spawn CD.
It’s the best “farm” that I have found. And you can get a juvenile smokescale for your ranger at the same time^^.
For those curious, you can get them from PvP reward tracks at random.

While I haven’t been trying to finish the collection I have somehow managed to get 5 of needed drops none of which was the Necromancers. So my Warrior, Ele, Eng, Mesmer and Ranger are all set.
The class I am playing the most is not however.

There is a special place west of Tarir. After some jump shrooms, there is a ley line gliding path leading to a cave with an Hero Challenge.
The entrance of the cave have five smokescales.
Take care, three are veterans (and two are very close so it’s better if you can deal with two veterans smokescales together).
